Syrian President Bashar al-Assad has delivered a rare TV address.
Assad said that the conflict was not one between the government and the opposition but between the "nation and its enemies".
Syria was being subjected to an unprecedented attack, he said.
All powers inside and outside Syria, who were enemies of Syria, wanted to revenge Syria, he said.
Assad said there were "terrorists who carry the ideology of al-Qaeda" in the country.
Assad said he would like to thank Russia, China and Iran for its support during this process.
He said they were in favor of dialogue from the very beginning, but they defended themselves to protect the people against terrorists who only knew bloodshed.
The Syrian leader also said that his government has "not found partners" for a political solution to the country's crisis.
"Just because we have not found a partner, it does not mean we are not interested in a political solution, but that we did not find a partner," the president said.
Assad offered a plan including formation of a new government, organization of a dialogue conference and declaration of general amnesty.,

Delivering an address to his supporters in Damascus, Assad made proposals regarding solution of the crisis in Syria.
He rejected the Syrian opposition movement as puppets fabricated by the West, and said that Syria wanted to negotiate with the "master not the servants".
Assad proposed a plan for a solution to crisis in Syria. The plan says foreign countries would stop supporting armed opposition, dialogue would be started with the opposition, a new government would be formed and general amnesty would be declared.
Assad rejects revolution, SNC official says
The Syrian National Council's (SNC) representative in Turkey Khaled Hodja said on Sunday that Assad was rejecting the revolution by saying that what has happened in Syria was intervention by gangs, regional and international powers.
Hodja said that he returned from Aleppo yesterday, stating that the situation in several provinces in Syria has changed in favor of the opposition and the Syrian regime lost control of the north of the country.
In regard to Assad's speech, Hodja said that Assad wanted to give his supporters a message that they were still powerful.
Hodja added that Assad kept denying the situation and the revolution in Syria.
Syrian military officials defect to Turkey
A total of 10 soldiers, who defected from Syrian army, crossed into Turkey on Sunday.
14 Syrians including three colonels, three majors, four captains and one police officer took shelter in Turkey.
The Syrians were transferred to Apaydin camp.
